
Rossey Hall – Mechanical Systems
DVL designed and managed the bid and construction phases for the replacement of a 350 ton low pressure absorption chiller located in the penthouse of the building with a 400 ton high steam pressure unit. This project required replacement of the steam pressure control stations at the lower level of the building, removing new piping rises to run high pressure steam from the basement to the penthouse, replacement of the cooling tower, condenser water pumps and dual temperature pumps. The project also required the integration of the new chiller OEM controls to the existing campus Andover BMS system as well as new controls and sequences of operation for the dual temperature system. DVL was also responsible for designing the replacement of all existing unit ventilators and fan coil units which had exceeded their life expectancy, including rebalancing the water distribution system and integrating the new controls into the existing BMS system. This project was done after school hours to avoid disruption to the educational operation of the building.
Rossey Hall Nursing Department
Conversion of regular classrooms at the fourth floor of Rossey Hall into nursing classrooms, laboratories, and administration department for the new nursing department at NJCU. DVL was the prime consultant on the project and retained the services of a medical equipment consultant and architect to produce the final construction documents. The project required the removal of several interior walls, installation fan coil units and lighting, modification to existing sprinkler layouts, installation of medical compressed air and vacuum systems, and coordination with the audio/visual consultant that was working directly for the University. This work assignment was given to DVL under the “On Call Services” contract that was awarded by NJCU, and consisted of a fast track project with a total duration of 8 months from programming of spaces to sign off of construction by the Department of Community Affairs of the State of New Jersey.
Hepburn Hall Sprinkler System
The Hepburn Hall is a historical building that houses the University’s administration offices and a 800 seat theatre. The building was constructed in the early 1900’s. A full building sprinkler system was designed by DVL. The system design successfully conquered extreme challenges for Code compliance while respecting and observing the historical importance and physical characteristics of the building.
Guarini Library
Installation of supplemental heat pump type air cooled air conditioning systems in various interior spaces that were converted from regular office areas to computer rooms and from open floor areas to interior offices. The project required complete survey of power distribution in order to determine sources of power for new AC system, selection of systems that were less disruptive to existing conditions and determining exact routing for refrigerant piping.
New Jersey City University “On-Call” Contract
DVL was responsible for over thirty projects for New Jersey City University which required upgrades and renovations to existing buildings on campus. These include:

Rossey Hall Replacement of Unit Ventilators and Fan Coil Units
The Rossey Hall facility is primarily a classroom building that was constructed with floor mounted unit ventilators and fan coil units for HVAC. Those systems had exceed their life expectancy and were extremely noisy because they were belt operated. DVL designed the replacement of all existing units with direct driven units, rebalanced the entire dual temperature water distribution system and integrated the OEM controls of the new fan coil units and unit ventilators to the existing campus Andover BMS System. The project was done after hours with no disruption to the educational operation of the building. In addition to the design, DVL did the bid management, bid analysis and recommendations for contractor, construction management and final sign off of the project.
Professional Studies Building Coffee Shop
At the main entrance lobby to the professional studies building, DVL designed all plumbing and electrical systems for the construction of a new coffee shop that is managed by an outside vendor. The project consisted of obtaining electrical power from the main building electrical service, coordinating electrical power distribution with vendor for coffee shop equipment, designing all required plumbing utilities.
